American Citizen Services does NOT provide Good Conduct Certificates or Criminal Background Checks.
U.S. citizens may be asked to present a "certificate of good conduct" or "lack of a criminal record" for a variety of reasons for use abroad including adoption, school attendance, immigration, and employment. Please note that U.S. embassies and consulates do not provide such documents, nor do they generally take fingerprints. Please see the Department of State’s website for additional information on Criminal Record Checks for U.S. Citizens.
The Embassy also does not provide “certificates of good conduct” or registration letters for U.S. citizens who are applying to immigrate to Israel. People in this situation should consult the appropriate ministry of the Government of Israel and may wish to consult the Embassy’s List of Local Lawyers (above) if seeking local counsel.
U.S. citizens who have obtained their state and/or local police records, and who are asked by the Government of Israel to have the records authenticated by the Embassy, should make an appointment for notarial services using the Appointment link on this website. The Embassy cannot provide apostilles or authentications of police records, but the Embassy can notarize citizens’ affirmations that they are unable to obtain their federal criminal records. This document is generally accepted in lieu of an apostille or authentication by the Government of Israel. The fee is $30 for the first signature of the Consular Officer and $20 for each additional signature.
